In October 2011, five new white papers were issued that offer legal, social, and financial analyses on the resources and services children, particularly children from poverty, need in school to obtain a sound basic education. These resources and services include both the opportunities provided in formal school settings and on providing a full range of educationally relevant “out of school” services that students need to overcome the impediments to learning that poverty imposes. In response, a panel discussed the cost, implementation, and general feasibility of providing comprehensive educational services to New York City public school students and public school students nationwide.
